We are looking for a project manager (m/f/d)

Titz, with its rural and agricultural character and numerous idyllic villages where local traditions are maintained, is conveniently located in western North Rhine-Westphalia between Cologne, Düsseldorf and Aachen. The municipality and its attractive villages have much to offer. A varied cultural life and active clubs combine an awareness of local history with the municipality's dynamic and modern development.

For our strategic transformation project, we are seeking a committed and experienced person to start on 1 January 2027 as

Project manager (m/f/d) – “Zukunft Titz – Wandel gestalten”

The project will develop an integrated municipal strategy for the period after the coal phase-out. It will address the ecological, social and economic challenges of the post-mining landscape between the Hambach and Garzweiler opencast mines.

The position's objective is the professional management of the entire project. You will shape a strategically focused, participatory process, coordinate all relevant stakeholders and bring the different project components together into a coherent overall process. You will ensure the quality and coherence of the technical and participation-related results and embed them in administration, politics and public life.

The position is advertised on a full-time basis. The project is limited to two years. Appointment to the position is subject to approval of the staffing plan.

Your future duties

- Take operational responsibility for the entire project; define milestones, schedules and work packages; manage risks; take responsibility for content, scheduling and financial project controlling; and ensure the quality of the technical and procedural results.
- Coordinate all project components, including the planning consultancy, participation activities, administration and the TUIs. Provide specialist support for the EU-wide tender, prepare and coordinate the specification of services, act as the interface with the planning consultancy, integrate the TUIs Landfolge Garzweiler and Neuland Hambach, and assess the feasibility of proposed measures.
- Design and organise participation formats such as workshops, planning workshops, and opening and closing events. Facilitate selected formats, evaluate participation results and feed them back into the planning process. Manage public relations through the press, social media and information materials, and ensure transparent communication between administration, residents and external partners.
- Ensure compliance with all funding requirements and reporting obligations, prepare interim reports, monitor the budget, prepare the statement on the use of funds, and continuously document and archive all relevant records.
- Maintain the interfaces with administration, politics, initiatives in the areas surrounding the opencast mines and other regional stakeholders, and ensure coherence between the project and municipal structures.
